Question by Diamond-Raven: Questions about foster care?
I?m writing a novel and need some help with some questions related to foster care.
1. If a teenage foster child does not wish to be reunited with their parents, are they allowed to stay with their foster families? Do foster children even have such a choice?
2. What determines if a foster child can be adopted? Can a foster child become ?adoptable? if their biological parents allow it? Can this be done without the parents consent if the parents are unable to provide a caring environment for their child and somebody wished to adopt the child?
3. If a teenage foster child is reunited with their parents but their parents are still unable to care for them properly, can the child request to be returned to the same foster home they lived in before or is it random?
4. What would you do on the first day/night that a teenage foster child comes to your home? What kind of rules do you lay out? Would you lay out the rules right away?

Foster children become wards of the state. They are basically taken from their parents custody and placed into the custody of the state. Then they have people that they have *hopefully* screened that they can place the children with. If the foster parents show that they can provide the child with a great home, then they can put in a request for adoption. It would be up to the state to determine where the children would be safest at. The state does give foster parents a check each month, as well as provide the children with a state medical card, and typically food stamps as well. But if and when an adoption goes through, the funding and assistance from the state stops.
