Partisan discord finds roots in toss-up districts

MONTGOMERY, Ohio (AP) ? Rep. Steve Chabot of Cincinnati would seem an ideal Republican to be open to compromise with President Barack Obama.

He comes from a competitive district. He says bipartisanship is essential to accomplishing anything in Washington.

But Chabot tells constituents he toes an unyielding conservative line on nearly every big federal issue. He opposes new taxes even if they might open to the way to cuts in costly entitlement programs. He opposes any new gun laws. He wants deeper spending cuts.

Chabot proudly says it's hard for any politician to get to his right.

That's a boast being made by many House Republicans who want to make sure they never get defeated by another Republican who accuses them of being too cozy with Democrats.

Two killed in attack on Libyan military camp

TRIPOLI (Reuters) - Two Libyan military officers were killed and three soldiers injured when unknown assailants forced their way into a military camp in the desert south, an army spokesman said on Saturday.

The early morning attack happened at the Tamahind base, which was previously a storage place for army equipment under ousted dictator Muammar Gaddafi and is near the desert town of Sabha, some 800 km (500 miles) south of the capital Tripoli.

Sabha residents contacted by phone said the attackers came in eight cars before fleeing.

"They came in by cars, shooting. Two officers were killed and three others were injured," Ali al-Sheikhli, spokesman for the army chief of staff, said. "An investigation is under way."

General Ramadan al-Barasi, military governor for the south, was not in the camp during the attack but his assistant Musa al-Awami was among the casualties, Sheikhli said.

In the chaos since Gaddafi's fall in 2011, the North African country's vast desert south has become a smuggling route for weapons which have reached al Qaeda militants deeper in the Sahara. The lawless region is also a conduit for trafficking legal and contraband goods.

Libya's national congress declared the south a military zone in December and ordered the temporary closure of borders with Algeria, Niger, Chad and Sudan.

The decree gave the defense ministry powers to appoint a military governor with authority to arrest fugitives from justice and deport illegal immigrants.

Methane Emissions From Fracking Face Increased Scrutiny With New Baseline Testing

Anti-fracking activists in New York State have conducted one of the first methane baseline assessments on an area that will soon be home to a natural gas compressor station. It?s hoped that by establishing a baseline measurement of ambient methane, residents will be able to prove fracking?s negative effects on air and water.

All drinking water is contaminated, but one thing it shouldn?t be is flammable. Unfortunately that?s often exactly what happens when Big Gas comes to town. Gas companies deny culpability by claiming that high levels of methane were present before they arrived. The baseline test, conducted by GasSafetyUSA in conjunction with Damascus Citizens for Sustainability, hopes to expose fracking?s true impact.

Methane Baseline Testing is a form of laser spectroscopy used to accurately measure ambient methane emissions. Earlier this year, GasSafetyUSA used the technology to establish baseline methane levels in Minisink, New York, future site of a compressor station that will be operated by Columbia Pipeline Group. The data indicate relatively low and reasonably consistent methane concentrations throughout the surveyed area, but researchers say this will change when the compressor station comes on line.

?Testing places the legal and ?nancial liability for any changes squarely back on the companies who own and operate the proposed compressor,? said Barbara Arrindell, Director of Damascus Citizens for Sustainability.

Accessing this data prior to gas-related activities?and retesting afterward serves as a form of ?insurance? for communities like Minisink, which seek to redress pollution once it occurs. ?Every single one of the 239 home owners and organic farmers within a half-mile of the proposed site will hold the company and the regulatory agencies accountable for this erosion of their air quality along with any adverse health and community impacts that result,? warned Pramilla Malick, spokeswoman for Stop the Minisink Compressor Station, a grass roots organization.

Can the dead be harmed? One on account, to be dead is to cease to have any existence whatsoever, and therefore to have no interests, feelings or hopes that could be thwarted or harmed by others. Counter-arguments advance claims that the dead or their interests do persist, and so can be wronged. These debates are important across a range of concerns. Do we actually owe something to our beloved family dead, for example devotion, remembrance or compliance with their will as it was when they were alive? Is doing justice to the deceased victims of past injustice something we owe them, such that if we failed in this we would further injure them? In this presentation,?W. James Booth, professor of political science and philosophy,?will sketch and weigh some responses to these questions, and underline their importance for our everyday lives.

Professor Booth?s lecture is one of three 2013 Berry Lectures in Public Philosophy at Vanderbilt University, which explore thought-provoking questions about the morality of war, treatment of others and obligations toward the dead. The theme for this year?s series is ?Life, Death and Justice.?

The 2011 labor agreement included an important provision:? HGH testing is coming to the NFL.? Nearly 20 months later, HGH testing is no closer than it was before the agreement was signed.

The latest evidence comes from the case of Andrus Veerpalu, an Estonian skier whose three-year suspension was overturned by the Court of Arbitration for Sport.? Naturally, the NFL and the NFLPA disagree as to the meaning of the ruling, and the incident has caused Albert Breer of NFL Network to learn that the two sides have scrapped an agreement to conduct a so-called ?population study? aimed at gauging the permissible natural levels of HGH in football players.

The details don?t matter, because neither the NFL nor Congress is willing to do anything more than huff and puff about the union?s refusal to honor the agreement to submit to HGH testing.? As a result, the perception is that neither the NFLPA nor the NFL truly want HGH testing.

Since the day the NFL banned the use of HGH, the prohibition has been enforced via the honor system.? The problem with the honor system? ? It works roughly as well as the rhythm method.? So with no way to test for HGH, players will get caught only if a vial of HGH falls out of their letterman jackets, or if the player?s name pops up in the records of an HGH supplier the government is prosecuting.

Surely, the NFL and the NFLPA realize that, if/when HGH testing begins, plenty of players will be caught.? Which will reduce the supply of healthy players.? In turn, players who quit using HGH will not recover as quickly from injuries, likewise reducing the supply of healthy players.

And it won?t be good for the game if players are busted for using HGH, even though most fans presume that they?re using something to get big, to stay big, and/or to rebound from big hits applied by other big men.

If the NFL truly wanted to force the issue on HGH testing, wouldn?t the league unleash the legal hounds and push the issue in court or via an arbitration?? The players already have agreed to submit to testing, and the NFL has more than enough ammunition to argue that the NFLPA deliberately is dragging its feet.? The idea that the NFL doesn?t want to force players to the needle by court order only goes so far.? At some point, the NFL needs to do more than complain about the NFLPA?s refusal to proceed, or the NFLPA will continue to refuse to proceed.

Likewise, Congress has proven to be impotent on the topic, periodically issuing hollow threats but never taking action.Through it all, the delay has given those who use HGH an opportunity to find better masking agents ? or to develop the next wave of substances that work like HGH but for which testing doesn?t yet exist.

The best news for the NFL, the NFLPA, and Congress is that neither the media nor the fans seem to care that the NFL and the NFLPA have struck a deal to abandon the honor system, but that the honor system has continued to be used for two seasons, and counting.

Miffed Facebook IPO Victims to be Offered Settlement Dollars

The U.S. Securities and Exchange Commission (SEC) has approved a proposal to compensate brokerages who lost money as a result of the technical difficulties that surrounded Facebook Inc.'s May 2012 initial public offering (IPO).

The proposal, which was submitted by Nasdaq, a division of Nasdaq OMX Group Inc., is offering affected companies a total of US$62 million in settlement dollars.

Facebook's IPO was initially delayed by 30 minutes as a result of technical issues at the Nasdaq. When that occurred, a secondary system to get the trading moving was put into place by Nasdaq, which caused further delay.

When the Facebook stock then came down after its initial gain, some investors experienced significant monetary losses.

Facebook's IPO raised US$16 billion.

PITTSBURGH (AP) ? A wide-ranging storm is hitting the East Coast after blanketing the Midwest and burying thoughts of springtime weather under a blanket of heavy wet snow and slush, though less snow was predicted to fall as the storm moves eastward.

Light rain and snow fell in New Jersey on Monday morning after as the storm dropped 2 to 6 inches in Ohio.

Similar accumulations were expected in some areas of Pennsylvania, except for higher elevations like the Laurel Mountains southeast of Pittsburgh, where 6 to 10 inches were forecast. No major problems reported.

In the mid-Atlantic, Heather Sheffield, a meteorologist with the National Weather Service in Sterling, Va., said more than 3 inches of snow had been reported by 8 a.m. Monday at Washington Dulles International Airport, and more than an inch at Reagan National Airport.

Sheffield said most of that region's expected snowfall had already occurred, but "it happened at the worst time for the morning commute. I know I had a tough time."

The winter-like early spring weather forced the cancellation of more than 500 flights.

And, the slushy morning commute and widespread school delays as the storm moved eastward were minor compared to the storm's impact on the Midwest, where it was blamed for separate crashes in Illinois, Kansas and Missouri on snow-slicked roads.

Springfield, in central Illinois, got slammed with a record 17 inches of snow, and several central Indiana counties declared snow emergencies after getting hit with up to 8 inches of snow.

Slick roads were also being blamed for a series of crashes on Interstate 60 north of Indianapolis that sent two people to area hospitals with life-threatening injuries. The Indiana State Police reported late Sunday that two people in a 2012 Subaru were hurt when the driver lost control while coming upon the scene of a previous crash involving a semitrailer. The Subaru hit the tractor-trailer and ended up in a ditch, police said. Authorities said both driver and passenger had life-threatening injuries and were taken to area hospitals. An update on their conditions was not immediately available.

Earlier Sunday night, a jack-knifed semi and subsequent fuel leak required a hazardous materials response outside Indianapolis, officials said. The Fishers Department of Fire and Emergency Services said a tractor-trailer was southbound on Interstate 69 when its driver lost control. No one was injured.

The storm was expected to weaken as it moved east. Before it exits off the coast of New Jersey on Monday night, the storm was forecast to leave 2 to 4 inches in that state as well as Delaware, northern Maryland and southern New York.

To the west, parts of Colorado and northwest Kansas spent Sunday digging out from 10 to 15 inches of snow that were dumped there Saturday. Southwestern Nebraska got up to 7 inches. Winds gusting at speeds of up to 45 mph created snow drifts of 2 to 3 feet in the three states, said Ryan Husted, a meteorologist with the National Weather Service in Goodland, Kan.

"We have pretty much cleared out. Sunny skies. It's starting to melt a little bit," Husted said Sunday. Transportation officials reopened several closed highways, including a stretch of Interstate 70 spanning from Denver to Colby, Kan.

Authorities on Sunday also released the names of two people killed in separate crashes. In northeast Kansas, Anthony J. Hinthorne, 40, of Topeka, was killed Saturday afternoon in a single-vehicle crash and rollover on the Kansas Turnpike as snow was falling in Shawnee County, the Kansas Highway Patrol said. Later that night, Joshua J. French, 24, of Naperville, Ill., was killed when he lost control of his vehicle on a wet stretch of Interstate 35 in eastern Missouri's Clay County.

In the central Missouri town of Columbia, TV station KOMU was briefly evacuated Sunday morning because of high winds and a heavy buildup of snow on the broadcast tower next to the building. And Missouri Gov. Jay Nixon announced he was cancelling a couple events planned for Monday because of the weather.

'Moderate' New England red tide forecasted for 2013

Mar. 25, 2013 ? New England is expected to experience a "moderate" red tide this spring and summer, report NOAA-funded scientists studying the toxic algae that cause blooms in the Gulf of Maine. The "red tide" is caused by an alga Alexandrium fundyense, which produces a toxin that can cause paralytic shellfish poisoning (PSP). Red tide typically occurs annually along some portions of the Gulf of Maine coast. This year's outlook is similar to the 2012 red tide which was also classified as "moderate."

As with the past five forecasts for this region, the 2013 outlook is based on the quantities of the A. fundyense in its cyst (dormant) state detected in Gulf of Maine sediments last fall. These data are combined with a computer model to produce a range of bloom scenarios based on previous years' conditions. This year, the team also used a forecast of toxicity impact developed from 34 years of historical data as part of the 2013 outlook. The 2013 bloom is expected to fall somewhere in the middle in terms of toxicity impact, justifying a "moderate" forecast done by the established method.

"This region is very fortunate to have a long time series of cyst abundance data, toxicity records in shellfish, and long-term measurements of ocean conditions from ships and moored instrumented buoys to develop these two complementary approaches to the seasonal forecast," said Woods Hole Oceanographic Institution (WHOI) biologist Don Anderson.

The forecast team emphasizes the need to consult state and local management agencies for updated harvesting closure information. In order to protect public health, shellfish beds are closed when toxicities rise above a quarantine level, often during the peak harvesting season. Due to effective monitoring by state agencies, there have been no illnesses from legally harvested shellfish in recent years, despite some severe blooms during that time period. There have been, however, several severe poisonings of individuals who ignored closure signs.

"Red tide is a chronic problem throughout the Gulf of Maine, affecting commercial and recreational harvesting interests," said Chris Nash, shellfish program manager for the New Hampshire Department of Environmental Services. "State agencies are responsible for monitoring toxicity levels in shellfish harvest areas and implementing harvest closures when needed. As a state manager, regional-scale, seasonal outlooks help us plan and use limited monitoring resources effectively. Ultimately our goals are to protect public health and give consumers confidence in the quality of the seafood products they purchase from markets and restaurants, and these forecasts are useful in realizing those goals."

Project researchers regularly share their field observations and models with more than 150 coastal resource and fisheries managers in six states as well as federal agencies such as NOAA, the FDA and the EPA. Real-time forecasts are updated on a weekly basis and additional information will be provided on the "Current Status" page of the Northeast PSP website. The National Weather Service is also providing extended hydrological and meteorological outlooks to accompany the bloom forecasts.

"NOAA-funded research has led to the development of seasonal forecasts which aid in monitoring and planning for red tides," said Quay Dortch, program coodinator for NOAA's Ecology and Oceanography of Harmful Algal Blooms (ECOHAB) Program. "These forecasts will be an important part of the Operational HAB Forecasting System NOAA is developing to reduce the impacts of harmful algae."

The forecasting project is a collaboration of investigators from NOAA's National Ocean Service, National Weather Service and National Marine Fisheries Service, WHOI, NCSU, University of Maine, the FDA, Maine Department of Marine Resources, New Hampshire Department of Environmental Services, Massachusetts Division of Marine Fisheries, and the North Atlantic Clam Association. Funding is provided through the NOAA program Prevention, Control and Mitigation of Harmful Algal Blooms (PCMHAB), led by Dennis McGillicuddy (WHOI). Long-term support for Alexandrium studies in the Gulf of Maine is provided by the NOAA NOS NCCOS Center for Sponsored Coastal Ocean Research (CSCOR) and NIEHS and the NSF through the Woods Hole Center for Oceans and Human Health.

This one slipped through the cracks late last week but it?s worth mentioning. Senator Dianne Feinstein, California Democrat and gun control advocate, is upping the rhetorical ante just a bit:

?The time has come, America, to step up and ban these weapons,? Feinstein said. ?The other very important part of this bill is to ban large capacity ammunition feeding devices ? those that hold more than 10 rounds. We have federal regulations and state laws that prohibit hunting ducks with more than three rounds. And yet it?s legal to hunt humans with 15-round, 30-round, even 150-round magazines. Limiting magazine capacity is critical, because it is when a criminal, a drug dealer, a deranged individual has to pause to change magazines and reload that, the police or brave bystanders have the opportunity to take that individual down.?

?The problem with expanding this is that, you know, with the advent of PTSD (post-traumatic stress disorder), which I think is a new phenomenon as a product of the Iraq War, it?s not clear how the seller or transferer of a firearm covered by this bill would verify that an individual was a member, or a veteran, and that there was no impairment of that individual with respect to having a weapon like this. I think you have to ? if you?re going to do this, find a way that veterans who are incapacitated for one reason or another mentally, don?t have access to this kind of weapon.?

If Feinstein were truly interested in keeping those weapons out of the hands of people with mental issues, her bill wouldn?t have exempted Congress.

Moe Lane at Red State pointed out that Feinstein ? in addition to the general offense to veterans ? is wrong on the PTSD facts:

?the properties of post-traumatic stress disorder were first codified in the Vietnam era, and became an actual recognized condition in 1980. Something like it had been suspected for some time previously, of course: the conditions of World War I were sufficiently horrific that doctors started realizing that something was going on (the term was ?shell shock,? which phrase has by the way long since been incorporated into Standard English). Translation: contra Feinstein?s mistaken belief (click the link), PTSD was a condition prior to, during, and after the last ?assault weapons ban.?

The fact that ?Einstein? appears in her name is the only evidence of an IQ over room temperature.

CARACAS, Venezuela (AP) ? Venezuelans will vote April 14 to choose a successor to Hugo Chavez, the elections commission announced Saturday as increasingly strident political rhetoric begins to roil this polarized country.

The constitution mandated the election be held within 30 days of Chavez's March 5 death, but the date picked falls outside that period. Critics of the socialist government already complained that officials violated the constitution by swearing in Vice President Nicolas Maduro as acting leader Friday night.

Some people have speculated Venezuela will not be ready to organize the vote in time, but elections council chief Tibisay Lucena said the country's electronic voting system was fully prepared.

Lucena announced the date on state television, appearing in a small inset as the main picture showed people filing past Chavez's coffin at the military academy in Caracas, where his body has lain in state since Wednesday.

Chavez's boisterous state funeral Friday often felt like a political rally for his anointed successor, Maduro, who eulogized him by pledging eternal loyalty and vowing Chavez's movement will never be defeated. Maduro is expected to run as the candidate of Chavez's socialist party.

Ramon Guillermo Aveledo, coordinator of the opposition coalition, immediately followed the election announcement by offering his bloc's presidential candidacy to Henrique Capriles, the governor of Miranda state who lost to Chavez in October. A Capriles adviser said the governor would announce his decision Sunday.

David Smilde, an analyst with the U.S.-based Washington Office on Latin America, said the opposition needs to run a candidate in the presidential election even though he believes it will almost certainly lose.

Smilde said he wasn't sure Capriles will accept the candidacy.

"If he says he doesn't want to run I could totally understand that," Smilde said. "He is likely going to lose, and if he loses this election, he's probably going to be done."

In that case the opposition would be wise to run someone such as Caracas Mayor Antonio Ledesma or Henry Falcone, governor of Lara state and one of just three opposition governors, he said.

That would give the opposition an opportunity to clearly articulate its platform and vision.

"Really what this campaign would be about is allowing the opposition to put themselves in position for the future, to show that they have some ideas for the country," Smilde said.

In his speech after his swearing-in Friday, Maduro took shots at the United States, the media, international capitalism and domestic opponents he often depicted as treacherous. He claimed the allegiance of Venezuela's army, referring to them as the "armed forces of Chavez," despite the constitution barring the military from taking sides in politics.

The opposition has denounced the transition as an unconstitutional power grab, while the government moves to immortalize Chavez. Since his death, the former paratrooper has been compared to Jesus Christ and early-19th century Venezuelan liberator Simon Bolivar, and the government announced that his body would be embalmed and put on eternal display.

Edith Palmeira, a 47-year-old Caracas resident at a park Saturday in central Caracas, said she would vote for Maduro, but made clear her allegiance was based purely on her love of Chavez.

"Imitations are never as good as the original," Palmeira said. "But I think he must have grown as a person during so much time at the president's side. He must have learned to be a president."

Elvira Orozco, a 31-year-old business owner, said she planned to sit out the vote to protest Maduro's swearing-in Friday.

"What they want is to say that here there's a democracy, but here they violate the constitution and there's no authority who says anything," Orozco said.

Observers voiced mounting concern about the deep political divide gripping Venezuela, with half of it in a near frenzy of adulation and the other feeling targeted.

"Everything that happened yesterday (with the funeral and Maduro's speech) are outward signs of a fascistic aesthetic, complete with armbands," said Vicente Gonzalez de la Vega, a professor of law at Caracas' Universidad Metropolitana. "It is the cult of the adored leader, an escape from reality. ... They are trying to impose on the rest of the country a new pagan religion."

He said the ruling party was playing with fire with its strong nationalistic rhetoric and the implication that a vote against Maduro was somehow subversive.

Capriles, too, has used emotionally charged language in his public comments. On Friday he denounced Maduro as a shameless liar who had not been elected by the people, and condescendingly referred to him as "boy."

Opposition figures have said they are concerned about the election's fairness, particularly given the public vows of allegiance to Chavez from senior military officials. Capriles lost to Chavez in Oct. 7 elections, but he garnered 45 percent of the vote, which was the most anyone had ever won against the late president.

A boycott of 2005 legislative elections was widely seen as disastrous for the opposition, letting Chavez's supporters win all 167 seats and allowing him to govern unimpeded by any legislative rivals.

As Venezuelans mourn Chavez, election expected in April

CARACAS (Reuters) - Venezuela will likely hold a presidential election in mid-April, sources said on Saturday, as acting President Nicolas Maduro tries to benefit from an emotional outpouring for his late mentor, Hugo Chavez, and step into his shoes.

Multiple sources from the opposition and election board said April 14 was the probable date, though some in the government were pushing for the symbolic April 13 anniversary of Chavez's return to power after a short-lived 2002 coup.

Maduro, a physically imposing former union leader who served as foreign minister and vice president under Chavez, has vowed to keep Chavez's self-styled socialist revolution alive.

He is expected to face opposition leader Henrique Capriles, 40, the centrist governor of Miranda state who lost to Chavez in a vote last October.

Opinion polls have shown Maduro as the likely winner, but Chavez's opponents were impatient and said they wanted to be given a chance to end "Chavismo" at the voting booth.

"We want new elections now. We want change. We are tired of the Chavez era. It's been 14 years," said Yesenia Herrera, 33, a cook at a Chinese restaurant in an affluent quarter of Caracas.

Maduro was sworn in as acting president in Congress on Friday and handed the red, yellow and blue presidential sash.

"I asked (the election authority) to comply with legal and constitutional obligations and immediately call elections," Maduro, 50, told Congress as he cemented his position as heir-in-waiting.

Chavez was immensely popular among the poor and they have vowed to back Maduro. Several million people have filed past his casket to pay their last respects and were still visiting him on Saturday.

The Supreme Court had earlier ruled that Maduro did not need to step down in order to campaign, but the move was denounced by opponents as a violation of the constitution and a "fraud."

As Maduro spoke in Congress, residents of some wealthy neighborhoods of Caracas banged pots and pans in a traditional form of protest.

At one building in a wealthy corner of Caracas, people drank wine and whisky around a swimming pool, rejoicing at Chavez's demise. They toasted each other, "Happy goodbye, Chavez, we will not miss you!"

HERO OR AUTOCRAT?

Chavez was a hero to millions of mostly humble supporters for using Venezuela's oil wealth to finance heavy social spending during his rule, but he was seen as an autocrat by his opponents. He died on Tuesday at age 58 after a two-year battle with cancer.

"The excluded and invisible, the 'losers' of savage capitalism, were made visible and victorious with Chavez," Information Minister Ernesto Villegas said on Twitter.

Like communist leaders Lenin, Stalin and Mao, Chavez's remains are to be embalmed and put on display "for eternity."

An eclectic cast of celebrities, leftist and center-right presidents, and rogue leaders attended Chavez's state funeral on Friday. Iranian President Mahmoud Ahmadinejad, a close ally, broke with protocol to kiss the coffin, while Oscar-winning actor Sean Penn was also in attendance.

It is likely to be a particularly bitter election campaign in the OPEC nation, which boasts the world's largest oil reserves.

The opposition had accused the government of trampling on the constitution during its handling of Chavez's battle with cancer, and is furious that Maduro was allowed to take on the job of caretaker president while he campaigns for the job.

"This transgression is unprecedented in the history of the republic," opposition lawmaker Maria Corina Machado said on Twitter.

Capriles called it an abuse of power.

"To become president, the people have to elect you," he said on Friday. "No one elected Nicolas president."

ROME ? As the world?s eyes fall on the papal conclave due to begin Tuesday, cardinals must now identify the key characteristics they want to see in the next leader of the world?s 1.2 billion Catholics ? and then find the man who matches their vision of the ?ideal? pontiff.

So what are the top five qualities that should be on the resume of the next pope? NBC?s team of experts in Rome give their insight into what the cardinals will be looking for.

Management skills
?A pope needs to know how to lead and manage a team,? says Father John Bartunek,?a Catholic priest and author?who provided spiritual support on the set of Mel Gibson?s "The Passion of the Christ" while researching his 2005 best-seller about the film, "Inside the Passion." ?If he can?t create cohesion among his primary co-workers ? especially the curia and the bishops ? all his other efforts will be hampered.?

That doesn?t necessarily mean a candidate with a ruthless eye for boardroom-style effectiveness. The next pope could be somebody who can select the right team alongside him.

?Popes of the 21st century cannot be micromanaging their chief executives so they must have good judgment in the men they select to lead local churches as bishops and to manage the machinery of the church,? says George Weigel, NBC Vatican analyst, biographer of Pope John Paul II and author of over 20 books, including ?Evangelical Catholicism: Deep Reform in the 21st-Century Church". ?

Good communicator
?The pope should be a gifted communicator ? skilled in a variety of languages but above all skilled in the art of persuasive speech,? says Father Robert Barron,?a Catholic priest, author and documentary-maker. ?He should also be a man with a global vision, a sense of the universal church and its needs.?

Given the demographics of world Catholicism in the 21st century, a pope without a functional knowledge of English and Spanish is going to be at a serious disadvantage, says Weigel. ?And until the Roman Curia changes its ingrained habits and institutional culture, a working knowledge of Italian is also an important attribute for a pope.?

An evangelist
A pope needs ?to encourage, inspire, and support every member of the Church in this beautiful and crucial mission,? says Bartunek.

Weigel adds: ?The church needs to present the gospel of good news in a positive and compelling way, suggesting to the secular world that there?s more to life than ?me, myself and I,? and that a larger horizon of aspiration might actually lead to a happier human life. That?s going to take a missionary, evangelical pope to put a face on the evangelical fervor that is already felt through the church, including in the United States.

?And let?s underscore that: The Catholic church is vital and lively in America. A reclusive man, a man who wears his doubts and his sense of ambiguities on his sleeve or who is shy about the world media, is lacking an important quality.?

?One word can sum up this conclave and papal election: trust,? says Elizabeth Lev, an American living in Rome who teaches in the Catholic studies program at the University of St. Thomas. ?Of the many concerns and challenges that the cardinals are airing in these days of meetings, they will all be looking above all for the man they can trust to lead the church forward on its journey.

?Scandals of all kinds have undermined the trust people placed in the church; aggressive secularism and encroachment on religious liberty have shaken the trust many Catholics have towards the outside world; the next pope will have to restore that trust.?

A common touch
The next pope "needs to understand and be in synch with today?s culture,? Bartunek believes. ?Otherwise, how will he be able to connect the Catholic faith to the felt needs of God?s children throughout the world???

Barron agrees that the cardinals must choose a man ?who understands the dynamics of the secularism that has come to dominate so much of Western culture.?

That could point to a candidate with a grounding in the pastoral work of the church. ??John Paul II came to Peter?s chair with a vast amount of pastoral experience that proved to be a great benefit,? says Weigel. ?Virtually every one of the major initiatives of his papacy can be traced back to his experience as archbishop of Krakow ? as test bed for his pontificate, if you will.?

With those qualities on the agenda, NBC?s experts agree that characteristics such as background and race shouldn?t be up for consideration.

?As it will be difficult enough to find a candidate who has a measure of all these qualities, nationality ought to mean nothing in the final choice,? says Weigel. ?It would be irresponsible of cardinal-electors to constrain their choices by dismissing some nationalities, races, or ethnicities, or by giving pride of place to others.?

Bartunek says age, nationality and personality are ?secondary? traits that matter only in relation to how they affect the other ideal characteristics, although Barron suggests ?it would be wise to choose someone under 70.?

Lev adds: ?The conclave will not be a casting call. Trust isn't old or young, tall or short, black or white, media friendly or shy ? if you look at the ways trust has been depicted in art over the centuries, it is sometimes a frightened fisherman sinking in troubled waters reaching up to a serene Christ while at other times it is a woman standing tall and steadfast while holding a cross for grace through suffering.?

Finally, Weigel points out anyone actually wanting the job is likely to be ruled out as a result, ?not so much for a lack of humility as for a lack of prudence. No sane man seeks the physical and spiritual burden of the papacy. The office seeks the man.?

Adriano Stefanelli has been making shoes for decades, but it wasn't until

NOVARA, Italy -- When the white smoke will mark the election of a new pope later this month, Adriano Stefanelli will stand at the ready with nails, leather and his hammer by his side.

Stefanelli, 64, is the pope?s shoemaker, commissioned by the Vatican, and he said he will work day and night to manufacture the next pope?s new custom-made shoes as quickly as possible.

?All I need to know is the shoe size and what color the new pope wants,? he said during an interview with NBC News in his small corner store in Novara, in northern Italy. ?I hope to finish the shoes in about 10 days.?


Normally the process takes about a month, with Stefanelli working on the special shoes during his free time. He makes a living by selling his line of shoes exclusively in his small shop, which his father founded in 1954 and where Stefanelli has been working since he was 14. The handmade shoes are only gifted to a small circle of special people picked by Stefanelli himself, a group that has included U.S. presidents.?

Stefanelli created the flashy red shoes Pope Benedict XVI wore during most public audiences in the Vatican and on foreign trips. That garnered Benedict the title ?Accessorizer of the Year? by Esquire Magazine in 2007.

Rumors abounded that the pope wore Prada. When the Italian fashion behemoth didn?t deny the rumors, the Vatican publicly announced that Stefanelli was the creator of the red shoes.

Stefanelli proudly showed us a letter from Benedict?s secretary, Georg G?nswein, requesting a new pair of shoes for the pope.?Stefanelli?doesn't charge the Vatican for the papal shoes; he?calls?the shoes a "regalo,"?Italian for gift, and said, ?I?m not doing this for business purposes; I want to show the quality of Italian craftsmanship.?

And others have been impressed, as well. When President George W. Bush saw the pope?s red shoes during his U.S. visit in 2008, he immediately requested a pair in black. Stefanelli also sent shoes to the Obamas, receiving a thank you letter from the White House.

Stefanelli's decision to deliver shoes to the pope was prompted by Pope John Paul II?s illness.

?I began to think, 'What can I do to ease his pain?'? he said. ?And the answer was that I can make shoes, so let?s make shoes. I started and made the first pair, they fit the pope well, and I continued until now.?

Stefanelli said he?s looking forward to making the next pope?s shoes, not only to show his craftsmanship, but also because it is a spiritual matter for this Catholic shoemaker.

?When you are working for the Holy Father, you try and do your best,? he said. ?Spirituality is there because you are working for someone not only important but also charismatic and that has strength for the faithful ? that has deep meaning.?

Fire Alarm Prevents Customer's Home from Burning ... - EMC Security

The EMC Security monitoring center received a fire alarm from the home of a Snellville customer.? The fire alarm was received at 9:07 on Monday, March 4th.? The monitoring center operator immediately called the owner in response to the alarm.? The customer had just left his ho me and said he would turn around and go check it.? The monitoring center dispatched the fire department to the customer?s home.? At 9:25 we received multiple additional motion and door alarms from the.? The monitoring center called the owner again who advised that he was 20 min away. ?Dispatch was called the fire department to notify them that the customer was in route to the home.? The fire department advised they had made forced entry into the home and that there was food burning on the stove.?? The customer left food cooking on the stove when he left the home and forgotten to turn the stove off.? This is a mistake that we all make very often in our lives.? Thankfully, no one was at home at the time, but the customer could have lost their most prized possessions such as family pictures and heirlooms.? This customers fire alarm saved their home and everything in it from burning down to the ground.? Please always keep in mind the effectiveness and critical importance of having smoke and fire detectors as a part of your security system.

In profile, Wraith's sweeping fastback design gives the car its unique character. Coach doors open to reveal a sumptuous interior complete with softest Phantom-grade leathers and expanses of wood called Canadel Panelling. Named after the famous cove in the South of France where Sir Henry Royce and his design and engineering teams spent their winters, this contemporary and tactile finish sweeps through the interior, cosseting four occupants in a space bathed in light and warmth.

Performance delivers on the promise of Wraith's styling. From 1,500 rpm 800 Nm of torque is available (780 Nm for Ghost), while a wide rear track, shorter wheelbase and lower roof height further contribute to the most powerful, involving driving experience of any Rolls-Royce in history. The car's suspension has also been tuned to minimise body roll and discreetly amplify feedback when cornering; while steering weight is heavier at high speeds and lighter at low speeds adding to the spirited drive.

However, Wraith is no GT bruiser. Agility improvements have been achieved with absolutely no compromise to the sensation of riding on a bed of air. Furthermore, the debut of Satellite Aided Transmission (SAT) technology takes the powertrain to a new level of effortless delivery, one that perfectly suits the Rolls-Royce brand.

Satellite Aided Transmission uses GPS data to see beyond what the driver sees; it anticipates his next move based on location and current driving style, then selects the most appropriate gear for the terrain ahead. Corners, motorway junctions and roundabouts are all anticipated in advance meaning Wraith is constantly poised to deliver on its promise of performance.

A more polished, effortless driving experience and even better response brings a new, more dynamic dimension to the famous Rolls-Royce trait, waftability.

For over a century a Rolls-Royce motor car has featured technologies designed to support occupants discreetly, delivering a peerless driving experience epitomised by the term 'effortlessness'. In every Rolls-Royce these assist the driver when called upon, but are prepared to return without fuss to the background when no longer required.

Advances in mechanical and electrical technology deliver systems like head-up display, adaptive headlights and Wraith's keyless opening boot. But improvements in connectivity have taken the human-machine interface to a new level of sophistication, a suite of aids that could be likened to a contemporary on-board valet.

Voice activation commands, for example, come with a one-touch call button located on the steering wheel. A destination no longer requires manual input from a navigation menu and route assistance begins immediately, on-screen and via audio guidance following a voice command such as "navigate to Piccadilly in London."

Additional improvements in communications come in the design and functionality of the elegant Spirit of Ecstasy Rotary Controller. This allows navigation through on-screen functions using a touch pad that features pinch and pull functionality to echo smart phone usage. Letters can also be 'drawn' onto the pad by hand rather than by scrolling through a series of available characters on-screen.

In Europe, Wraith will be priced at c. ?245k. Confirmation and further pricing details in all markets will be revealed later in the year.

First deliveries of Wraith will be made to customers in the final quarter of 2013.
