Michael Keane, Executive Vice President, Human Resources ...

At a session of the human capital leadership forum in Minneapolis on October 11, 2012, Michael Keane of Express, Inc. addressed an audience on the subject of supporting transformations. Because of widespread innovations and infrastructure changes across the business spectrum, he said, there was currently a climate that wasn?t so much supportive of change as demanding of it. Keane began by describing himself as a ?natural cynic? who was suspicious of the word ?transformation,? saying that he thinks the word is employed gratuitously by people who want to make what they are doing sound far bigger and more important than it actually is. ?That being said, there are some situations where the realities of what your business faces are really dramatic and they do require dramatic change.? I think what I?ve learned is that understanding the difference between rhetoric and reality is really important,? said Keane.

Keane continued to describe what he believed the role of senior human resources professionals in facilitating transformation. There were only two reasons, he said, for a firm to own a human resources function moving forward. The first, he said, was to employ a team of people who were singularly devoted to dealing with the current wave of innovations and technological advances, whatever they may be. With a team of such professionals, the business aspect is left to one group, and the incorporation of whatever technological wave comes next is left to another. The other reason he said firms should maintain a human resources function was that these departments are invaluable at fostering and nurturing the ethos and culture of the firm. Especially in an era when many businesses are becoming extremely concerned with expanding their businesses globally, a uniform and strongly nurtured corporate culture is essential for success.

?Obviously, knowing the business is a core requirement.? Everybody here wouldn?t be in the roles that they?re in unless they knew the business.? The real question is, how much and what do you have to know?? I think sometimes when HR people hear ?I have to be relevant because I know the business?, it sends us off into all kinds of different places,? continued Keane. Sometimes, he said, this kind of thinking can lead to a company diving too deep too quickly, without really stopping to think about the ramifications of the widespread change they enact. Just as important, he said, was optimizing organizational effectiveness by supporting transparent levels of communication between human resources and the rest of the company, as well as between other divisions of the company and each other.

Citizens United Is Still Worth Hating

Among the election?s many losers were rich people who spent millions of dollars on donations to super PACs that supported losing Republican candidates. David Weigel says that the rich people wasted their money. Kevin Drum concludes that Citizens United, the much-maligned 2010 Supreme Court case that struck down limits on corporate campaign spending, didn?t kill democracy after all. The truth is more complicated. Real harm likely occurred; it is just invisible. The underlying problem is that the court, under the guise of protecting free speech, interfered with efforts to regulate the political system, a serious harm in itself.

The story begins with the 1976 case Buckley v. Valeo. While upholding limits on campaign contributions and certain reporting and financing rules, the court in Buckley held that dollar limitations on expenditures by candidates and independent groups violated the First Amendment?s protection of free speech. Campaign donations and expenditures, the court said, were a form of expression?in essence, money equals speech. And while the government?s legitimate interest in preventing corruption could justify limits on the donations (because of the potential quid pro quo), the same was not true for expenditures, as long as they were made ?independently? from the candidate. It was this case, not Citizens United, that ensured that rich people could baste their favored candidates with unlimited cash, albeit through ?independent? expenditures, like television ads produced without direct coordination with the candidate.

In Citizens United, the court took an additional step and struck down a law that prohibited corporations from financing advertisements that supported a candidate shortly before an election. The court said the law, part of the McCain-Feingold campaign finance reform, violated the free speech rights of corporations. A lower court (the D.C. Circuit) then extended this ruling to the organizations we call super PACs, which accept donations, bundle them, and spend them independently of campaigns.??

Citizens United became a lightning rod, with liberals arguing that the majority opinion, written by the five conservative justices, would magnify the influence of the wealthy on electoral outcomes. Conservatives retorted that the decision properly struck down a law that infringed on people?s right to speak using the organizational advantages of the corporate form.

The super PACs spent much of the total $1 billion in outside expenditures raised in the 2012 campaign?a vast increase relative to 2008. And yet Democrats prevailed in many major races, retaining the presidency and a majority in the Senate. Does that mean that Citizens United doesn?t actually matter?

No. Some Democrats did lose, and super PAC money may have made a difference. More insidiously, if Republicans have wealthier backers than Democrats (as they do), and spending for candidates improves their chances of winning (as it does), then the influx of money will shift Democrats to the right, so they can reduce the incentive of wealthy donors to give to Republicans or get some of the money for themselves. If you think President Obama went easy on the banks in the last couple of years, you might point to Citizens United as the explanation.

But the case for the campaign finance reform struck down in Buckley and Citizens United is not as strong as it first appears. Elections have many virtues, but voting systems lack a method for registering the intensity of a voter?s preferences. The vote of a person who slightly prefers Romney to Obama counts just as much as the vote of a person who greatly prefers Obama to Romney, even though we may think that a candidate should be chosen who does the most aggregate good for all voters. If an Obama presidency would greatly benefit 49 percent of the population, while producing a negligible harm for 51 percent, while a Romney presidency would provide a tiny benefit for 51 percent of the population, while greatly harming 49 percent, a case can be made that Obama would be the better president. But unless the 49 percent can use money or campaign work to persuade some marginal voters, they will lose.

Install Art Here Open House at MCQ October 13, 2012

As part of the Rediscover Downtown Day programming last Saturday, this open house at Michele C. Quinn Fine Art was an all-day affair, and a classy one at that. Install Art Here, with paintings, photography, sculpture?and installations by Erik Beehn, Mark Brandvik, JW Caldwell, Shawn Hummel and RC Wonderly, is the second of its kind at MCQ: an exhibit comprised of works by artists who are also art handlers. Each has worked for gallerist Michele C. Quinn as well as at other fine art galleries around town. ?

I arrived as the space was opening just after 11 a.m. To wake me up and whet my palate, I paired brunch-style passed hors d?oeuvres of quail eggs served over wild mushrooms with an Anchor Steam Ale. These and other delicacies and libations were provided by The Apartment, which is due to set up shop downtown soon. If this morning?s well-chosen yummies are typical of what they do, then I am so looking forward to that.

We sat down with Shawn Hummel and RC Wonderly to talk about how this show came together and what the effect of having an exhibit exclusively by art handlers was. Hummel and Wonderly gave an informal interview, filling me in on how the show came together.

They both agreed that since Install Art Here features far fewer artists than the previous art handler?s showcase, it was not as challenging to?spatially or thematically work out. They also agreed that the concept allowed for a more casual, experimental approach as each artist was expected to submit a work both typical of what they are known for as well as a piece that was created to work with the architecture, interior design or landscape of the space. As craftsman art handlers, Wonderly and Hummel are more than familiar with a well-made shipping crate. A long-running inside joke between the two is that sometimes their custom-made crates have more time put into them than the works of art they carry.

Hummel took this idea to its logical conclusion by turning one of these wooden transports into a sculpture/installation piece in the courtyard behind the gallery. I was so stoked to see the superb?DJ Aurajin?s turntable,?that I walked right by it this piece. Fortunately someone pointed it out to me. Using a simple peep-hole device and minimal interior design, Hummel transformed the utilitarian object into a magic box.

Wonderly also went the utilitarian route, replacing a curtain that usually separates gallery?from work space with linen that he ornamented?with?a subtly engaging pattern and texture by using a needlepoint-like process, displaying the fuzzy opposite side not the front.? ?

Mark Brandvik?s rocket-in-the-fireplace made smart use of the space inside the gallery?s main room, as did Erik Beehn?s photo transfers on the opposing wall. To get a good view of the rocket, you have to get down low. To get a better understanding of the photo transfers, take a look around the outside of the building first. An intriguing experiment in mental hocus-focus and memory manipulation.

MCQ is located on 7th Street not far from LVA, the performing, visual and language arts high school. I?d like to see more galleries and music venues in this area just outside of the arts district. It would make it more appealing for those trying to make a day or evening out of a visit to the increasingly interesting work-in-progress that is the new downtown. Install Art Here offers plenty?of pleasurable experiences.?Brief visits most definitely inspire?return trips because of the depth of?substance available for?hard study.

Ke$ha's Billboard Cover Story: ?I Got Really Sick Of People Saying ...

Ke$ha may have been crowned the unofficial queen of autotune with her debut album Animal, but just because her tunes are highly processed doesn?t mean she can?t blow. (Er, ?Blow.?) ?That was what K$ emphasized in her Billboard cover story, in which she discusses recording her latest LP Warrior.?

?I got really sick of people saying that I couldn?t sing, because I can do very few things confidently in my life, and one of them is that I can sing,? Ke$ha told the magazine. Indeed, while most of her albums haven?t showed off her vocal prowess, her earlier demos and the odd acoustic performance ? like her impressive cover of Bob Dylan?s ?Don?t Think Twice, It?s Alright? ? do demonstrate her gifts as a singer. But she was so tired of the haterade that she almost went 100% rock on Warrior.?

?I remember thinking [with?Animal], ?Oh, it?s just processed. People will learn that I can sing later,?? she explained. ?But after reading some reviews that were like, ?She can?t sing,? I finally was like, ?Fuck that.??

Expect to see Ke$ha with a newfound sense of clarity on this album; she reiterated that her spiritual trip around the world left her focused and ready to work. ?I needed to get my head back on straight and sleep in the dirt for a little while,? she said. ?And then I came back and have literally been working on my record ever since.?

Despite all this, though, it?s hard not to notice that the aggressive autotune on ?Die Young? sounds like the same old Ke$ha. Hopefully she can turn out some less-filtered tracks on the LP, due out December 4.

Opposition expected to gain in Lithuanian ballot

VILNIUS, Lithuania (AP) ? Lithuanians are expected to deal a double-blow to the incumbent conservative government in national elections Sunday by handing a victory to opposition leftists and populists and saying no to a new nuclear power plant that supporters claim would boost the country's energy independence.

Exhausted after years of budget cuts, high unemployment, and declining living standards, Lithuanians were likely to opt for either the Social Democrats or Order and Justice, a populist party led by a former president impeached eight years ago, according to pre-election polls.

The government of Prime Minister Andrius Kubilius took over at the end of 2008 and was immediately forced to cut spending and raise taxes to fend off a crushing economic decline that followed years of robust growth. Though Lithuania has avoided defaulting on its debts, its citizens have felt the financial pinch and seen their standard of living fall sharply.

Despite an uptick in economic activity last year, unemployment was 13.3 percent in the second quarter. Tens of thousands of people have fled the country to seek jobs elsewhere in the European Union, leading to one of the sharpest demographic declines in all of Europe.

"Some call it austerity measures, but Kubilius' methods seem like genocide to me. What they did to our country will take years to restore. The tax system is crazy...people are fleeing the country. This must stop before it's too late," said Vytautas Klimka, 65, outside a voting station in downtown Vilnius.

Though 141 seats are up for grabs, only half are determined by party lists, while the others are single-mandate districts that, in the absence of a majority winner, will require a run-off vote between the top two finalists on Oct. 28. Only then will a clear picture emerge as to what the next coalition could look like.

Lithuanians will also express their opinion on whether the next government should proceed with plans to build a new nuclear power plant, one that would replace a Soviet-era facility that closed in 2009.

Although the referendum is non-binding, a large "no" vote could torpedo plans to build the plant along with neighbors Estonia and Latvia.

Supporters say the new plant, which would be built by Japan's Hitachi, is needed to ensure the region's energy independence. But many Lithuanians fear that the project, which has an estimated 5 billion euro ($6 billion) price tag, will shackle the country of 3 million people with overbearing debt.

Others have safety concerns, especially in light of the earthquake and tsunami disaster at Japan's Fukushima nuclear plant last year.

"I do not want my country to become a playground for Lithuanian and Japanese nuclear business games. Let them have their own Fukushimas. We had already had one of our own ? a disaster in Chernobyl," Danute Cekanaviciene, a 52-year-old designer, said in reference to the 1986 Soviet nuclear accident.

Lithuania, an ex-Soviet state, relies predominantly on Russian gas for energy. Energy prices increased 20 percent earlier this year, and utilities have warned that this winter will be the most expensive yet.

The most recent poll, which was taken in May, showed that two-thirds of Lithuanians opposed building a new atomic power plant.

Romney accuses Obama of being soft on China by delaying report

PORTSMOUTH, Ohio - It was all about China for the Romney-Ryan ticket today, the two politicians hammering the Obama administration for delaying the release of a report that could label China a currency manipulator.

"I want to make sure that when people cheat, when they don't follow the rules in trade, we finally hold them accountable," Mitt Romney told a crowd of 3,000 who had gathered on a college quad to hear him speak.

"You know the president, the president has an opportunity, had an opportunity, was required as of last Friday to officially designate whether China is a currency manipulator," Romney said, going on to explain that being a currency manipulator means that a country is "artificially" holding down the value of its currency so the products it sells are less expensive than those made in other countries, and so that American companies making the same products go out of business.

"And yet over the past several years, the President's failed to call China a currency manipulator," Romney said. "He had the occasion on Friday to come out with that official designation. Do you know what they said? We're not going to make any determination until after the election.

"Let me tell you, on day one of my administration I will label China a currency manipulator. We've got to get those jobs back and get trade to be fair," Romney said, repeating a promise he repeats nearly daily on the stump.

Romney was referring to the U.S. Treasury Department decision Friday to delay the decision as to whether China is manipulating its currency until after the early November meetings of financiers and bank presidents. The Treasury Department said in a statement that the delay would be for an assessment of the progress following a meeting of the G-20 Finance Ministers and Central Bank governors next month.

The final decision is now unlikely to come before Election Day in November. The seven prior semi-annual reports by the Treasury Department during the Obama administration have not named China a currency manipulator, but neither did reports under Republican President George W. Bush. The last time China was given such a label was in 1994, according to reports.

The delay of the upcoming report means that the outcome of the decision will probably not be known until after Election Day.

Republican vice presidential nominee Paul Ryan made similar remarks at his own campaign event in Ohio today, accusing the administration of pushing off the deadline for the report until after the election.

Early voting is already under way here in Ohio, where both Ryan and Romney will spend the day campaigning, and Sen. Rob Portman, a near-constant presence on the Romney campaign bus as of late, urged voters to take action.

"Now let me ask you something, are you going to do everything you possibly can in the next 24 days to ensure that Mitt Romney and Paul Ryan have a chance to turn this country around?" asked Portman, who spent the morning doing debate prep with Romney at a Columbus hotel. "We've got to. We cannot afford another four years of Barack Obama, right? So let me ask you, are you going to put up a sign for Mitt Romney in your yard, raise your hand. Have you made a phone call for Mitt Romney? Can you make more? Are you willing to go door to door for Mitt Romney? And folks, we need you to vote early."

ANC descends from moral high ground to bloody politics

WELBEDACHT, South Africa -- Mthembeni Shezi, a local African National Congress?councilor in the run-down suburb of Welbedacht on South Africa's east coast, was wrapping up a routine meeting last month when two men barged in, sprayed the room with gunfire and shot him five times in the chest.

"It was like a movie. The men just shot indiscriminately. It was scary. Everyone panicked. We hit the floor. I didn't think I would come out of there alive," said one woman present, who remains too frightened to reveal her name.

"The gunmen seemed to know who they wanted," she said said.

Far from being a movie, the hit represents the bloody reality of local politics for some in the African National Congress (ANC), and shows how far Nelson Mandela's 100-year-old liberation movement has strayed from the moral high ground it occupied when it came to power 18 years ago.


Rare since the advent of democracy in 1994, political murders within the ruling party have soared in the last 18 months, with local officials turning on each other in a dog-eat-dog scramble for the spoils of power.

President Jacob Zuma, who came to office in 2009, has pledged to crack down on corruption, but watchdog Transparency International suggests South Africa is sliding down the ranks, from 38th in the world in 2001 to 64th in 2011.

Bloodshed
As the level of corruption has risen, so has the carnage at the party's grass roots.

In Zuma's home province of KwaZulu Natal, 38 ANC members have been killed since February 2011, according to an internal party investigation. By comparison, the previous three years saw only just over 10 politically-linked murders in the region.

At the funeral of a prominent ANC official killed in a drive-by shooting in July, Zuma blamed the killings on "some forces of darkness ... bent on dividing our movement."

Even though Africa's biggest economy has been struggling since a 2008-09 recession and the Treasury is trying to keep a lid on spending, local councils remain awash with cash ear-marked for roads, houses, water and electricity to redress the inequalities of decades of underspending under apartheid.

Exact reasons for the sharp rise in levels of corruption and the attendant killings are hard to pin down. But the sluggish recovery from the recession means there are fewer money-making options elsewhere and it also seems that the word has got out that local officialdom is the way to riches.

There are also plenty of examples at the top of the ANC. Zuma was accused and never fully exonerated of receiving backhanders from a 1997 arms deal. Former ANC youth leader Julius Malema has been charged with money laundering.

According to his friends, the 38-year-old Shezi, who died of his wounds a day later in hospital, became a target because he was one of the few straight ones.

"People hated him because he was fighting corruption," his fianc?e, Buyi Tshabalala, told Reuters. "He was in constant fear that he would be killed."

Others contend that Shezi's lifestyle was too flashy for someone on a local councilor's salary. Those who attended the meeting at which he was shot believe his killing resulted from a dispute related to his job.

'Better life for some'
Reuters has spoken to eight ANC officials in KwaZulu Natal, who said politicians and officials were dying in battles for council positions that give access to lucrative government contracts.

Such killings have been recorded in all of South Africa's nine provinces -- in July, for instance, the mayor of the northwest city of Rustenburg was convicted for ordering the murder of a rival councilor.

But Zuma's back yard, historically the wild and untamed home of the Zulus, has been hit hardest.

In an episode typical of the violence in the province, an ANC branch chairman, Dumisani Malunga, was killed in August in a hit organized by a rival, Sifiso Khumalo.

"There was absolutely no justification for you to eliminate him by the barrel of a gun to prevent him from vying for the position as ward councilor," the judge said in sentencing Khumalo to 22 years in jail for masterminding the killing.

With an ANC leadership race coming up in December, few expect Zuma to crack down for fear of alienating supporters and damaging his chances of re-election as head of the party and, by extension, securing a second term as national president in 2014.

"Having ANC membership is the best CV in town. The higher you go in the party, the more you can dish out patronage. It's about taking care of yourself and those close to you," said a member of the ANC's National Executive Committee, its highest decision-making body.

"It's no longer about the ANC slogan 'A better life for all'. It's now about a better life for some," said the official, who asked not to be named. "People are reducing the ANC to their personal kitty and are prepared to kill to get their slice of the wealth."

From poverty to 'a fancy 4x4 and several houses'?
Much of the problem lies with local government, with a staggering 95 percent of municipal administrations being unable to account for their receipts and spending, according to the Auditor General.

Many councilors -- Shezi included -- come from impoverished backgrounds and some are barely educated. For some, having control of hundreds of millions of rand a year with little oversight is too great a temptation.

"There are as many bad things to say about Shezi as there are good. People look at his lifestyle and ask: 'How does a herd boy from Nkandla go from having absolutely nothing to a fancy 4X4 and several houses?'" an ANC official in nearby Durban said.

The ANC has spent billions of dollars fighting poverty since the birth of the "Rainbow Nation" in 1994, and has made enormous strides in providing electricity, running water and housing to the poor.

It has also seen enormous sums lost at the local level where checks are fewer and prosecutions rare for officials suspected of lining their pockets.

"People start to see that being a local councilor can be a means to acquire wealth," the Durban official said.

As the corruption has soared, so too have the protests by blacks living in shanty towns around major cities with no power, running water or job prospects. From just a few dozen a year under former President Thabo Mbeki, they are now a daily occurrence.

The anger is unlikely to translate into a loss of power any time soon for the ANC, which continues to win support on the back of its role in ending apartheid. It was more than 40 percentage points ahead of its nearest rival in 2011 elections.

However, there is a risk of the greed and cynicism tearing the party apart and, at least in KwaZulu Natal, rendering the province ungovernable.

"If the situation is not controlled now, we run the risk of reverting to the early 1990s, when the province was wracked by political violence," said Kwanele Ncale, a spokesman for the team investigating Shezi's killing.

US missiles kill 10 militants in NW Pakistan

PARACHINAR, Pakistan (AP) ? U.S. drones fired four missiles at a compound of a Pakistani militant commander in a northwestern tribal region on Thursday, killing 10 militants, while a pair of bombings in another part of the country killed 10 civilians and three security personnel, officials said.

A government administrator in Orakzai region, Salim Khan, said 15 insurgents were also wounded in the drone attack near Biland village bordering the North Waziristan tribal region. Two Pakistani intelligence officials said the dead and wounded men were fighters loyal to militant commander Hafiz Gul Bahadur, who is based in North Waziristan.

The officials spoke on condition of anonymity as they were not authorized to brief reporters on the record.

Although U.S. authorities often target militant hideouts in the country's North and South Waziristan tribal regions bordering Afghanistan, such strikes in other tribal regions like Orakzai are rare. The U.S. rarely discusses the unmanned drone strikes, which are part of a covert CIA program.

The strikes are extremely contentious in Pakistan, where many consider them an affront to Pakistani sovereignty. They also say the strikes kill innocent civilians, which the U.S. denies.

The Pakistani government protested to the U.S. Embassy in Islamabad about Thursday's drone strikes as well as another on Wednesday in which five people were killed.

"The embassy was informed that drone strikes on Pakistani territory were a clear violation of international law and Pakistan's sovereignty. These attacks were unacceptable to Pakistan," the Foreign Ministry said in a statement.

Washington says the strikes are an important part of battling militants in the tribal areas, where Pakistan has been unable or unwilling to do so.

The latest drone attack came hours after a bomb at a crowded market in Pakistan's restive southwestern province of Baluchistan killed 10 people. A roadside bombing elsewhere in the troubled region killed three security officials, police said.

No one immediately claimed responsibility for the bombings, but nationalists in Baluchistan have long waged a low-level insurgency to pressure the government to increase the local share of funds from resources such as natural gas that are extracted from the province.

Islamist militants, including the al-Qaida affiliated group Lashkar-e-Jhangvi, also operate in Baluchistan.

The market bombing Thursday took place in the town of Sibi in Baluchistan, and it also wounded 24 people, said senior police officer, Ghulam Aali Lashari.

Lashari said the blast destroyed several shops in the town, about 150 kilometers (90 miles) east of Quetta, the provincial capital.

Hours later, a roadside bomb struck a vehicle carrying security officers in the southwestern town of Dera Bugti. That attack killed three officers and wounded two, said police officer Shehbaz Khan.

Also Thursday, gunmen kidnapped a retired Pakistani army brigadier who was working under contract with the country's intelligence agency, the Inter-Services Intelligence. The abduction took place on the outskirts of the capital, Islamabad, shortly after the officer left his home for work, said a police and a security official.

The officer's driver resisted and was shot and killed, said the two officials, who both spoke on condition anonymity because they were not authorized to discuss sensitive issues with reporters. They requested that the kidnapped officer's name be withheld because his safety could be compromised if it were disclosed.

One of the officials said the officer was working on a counterterrorism assignment but would not disclose the exact nature of the mission.

In January 2012, Mitt Romney explained his position on immigration at a Republican primary debate in Florida, stating he favored policies of self-deportation, ?which is when people decide they can do better by going home ? because they don?t have legal documentation to allow them to work here.?[ii] When Romney made this statement, people in the audience laughed. How can a person conduct upon himself an act of forcible removal? But for anyone who has followed the recent spread of restrictionist immigration policies across US states, ?self-deportation? is familiar shorthand for an approach to immigration control called ?attrition through enforcement.? This approach promotes policies, such as Arizona?s HB1070, which attempt to make living conditions so unbearable for unauthorized immigrants they choose to leave. Policies of self-deportation, though shocking, are not radical innovations. Rather, they are entirely consistent with the neoliberalization of immigration policy, which began in the 1980s. Neoliberalism is a philosophy of political and economic life, which posits that ?human well-being can best be achieved by the maximization of entrepreneurial freedoms within an institutional framework characterized by individual liberty, free markets, and free trade.?[iii] Thus, neoliberal policies assert the primacy of individual freedom and personal responsibility as the hallmark of a functioning society. The brainchild of economists Milton Friedman and Friedrich Hayek, who were inspired by 19th century liberalism, neoliberalism has spread across the globe through policy reforms affecting a wide range of social processes, including migration. In this column, I unpack the neoliberal logic that informs attrition through enforcement through a discussion of the rhetorical appeal and effects of the term ?self-deportation? and the arguments made for its associated policies.

This term has been popularized by Republican strategist Kris Kobach, who has helped author several attrition-through-enforcement policies, HB1070 among them. He has also advised the Romney campaign and contributed to the GOP platform on immigration, which backs a policy of self-deportation.[iv] The use of term ?self-deportation,? instead of ?attrition through enforcement,? exemplifies a rhetorical tactic often employed by political strategists: re-baptize policies with pithy names that make appeal to ?commonsense.? Think of the ?death tax.? The commonsense appeal of ?self-deportation? rests in the way this term, and the defense of its associated policies, harmonize with the neoliberal valuation of individual liberty, discussd above. Specifically, champions of attrition through enforcement argue it is more humane than mass deportations because it gives people the freedom to choose deportation on their own terms. The problem with deportation, then, is not the processes of migrant criminalization discussed in various ways by Rosa, Cotter, and Paz, in this month?s Anthropology News Language and Culture Blog, but rather too much government intervention in the removal process. The commonsense appeal of such arguments is fortified by the US national imaginary, which pictures US strength as rooted in independence and self-reliance. Stephen Colbert indexed this imaginary in a spoof of self-deportation, animated by his alter-alter ego Esteban Colberto, who claimed self-deportation empowers him ?to know I can throw myself out by my own bootstraps.?[v]

As arguments for self-deportation rely on the already naturalized and nationalist assumptions about individual liberty, any dispute of self-deportation is, consequently, rhetorically positioned as not only irrational, but un-American. At the same time, these arguments help recast the complex processes involved in deportation as matters of personal choice and, thus, personal responsibility. Such recastings are part of the logic of neoliberalism, one rhetorical effect of which is to position actors who do not comply with policy as morally suspect. In this case, any unauthorized migrant who does not choose to self-deport as constructed as making a conscious choice to willfully defy US immigration law?a positioning that furthers the on-going criminalization of unauthorized migrants.

One particularly disturbing effect of the success of such arguments is that they produce warrants for massive expansions in state policing?in this way, neoliberal policies are less about the reduction of government intervention and more about the channeling of that intervention into the policing of ?unwanted? populations.[vi] Most self-deportation policies require state officials to act as enforcers of immigration law, turning encounters between immigrants and officials of the state (police, bureaucrats, teachers) into immigration checkpoints.[vii] This increases not only the quantity of events of policing; it pushes such events into new realms of social life (driving, renting a home, etc.).[viii] HB1070, for example, requires police to check the immigration status of anyone they have ?reasonable suspicion? to believe is an unauthorized immigrant. Yet, it does not define what criteria should be used to determine such suspicion. This creates a space in which existing conflations between the category ?illegal alien? and certain migrants, especially those from Latin America, can lead to the discriminatory enforcement of these laws.[ix]

The expansions in policing legitimated by self-deportation policies place enormous strains on state and municipal budgets; these strains open the door to the privatization of enforcement. This possibility is consistent with another key facet of the logic of neoliberalism, which is that government policies should create the conditions of possibility for the emergence of new markets. Consider mass incarceration. Largely as a result of the US ?war on drugs,? there are so many people imprisoned in the US?more than in any other country in the world?that states cannot afford the costs of incarceration. As a result, an increasing number of states are outsourcing incarceration to for-profit companies to cut costs.[x] If policies that require state officials to enforce immigration law stay in place without a concomitant expansion of state budgets conditions will be produced for private companies to play a role in immigration enforcement. For-profit prison companies have already begun taking over the building and management of immigration detention centers.[xi] The privatization of government services then creates incentives for corporations to shape future policy in order to protect their profit sources.

The term ?self-deportation? has its origins in a critique of such perverse excesses. In the fall of 1994, as residents of California debated Proposition 187, an important precursor to self-deportation policies, a mock political action group called Hispanics Against Liberal Takeover, run by a Dr. Daniel D. Portado, produced a satirical political radio advertisement. This advertisement championed Proposition 187 by explaining the benefits of something called ?self-deportation.? Daniel D. Portado is the alter ego of comedian Lalo Alcaraz.[xii] The appellation ?D. Portado? is a play-on-words invoking the Spanish word ?deportado? (?deported?). Alcaraz and his co-writer Estaban Zul coined the term ?self-deportation? to critique the cruel absurdity of Proposition 187. However, after their advertisement ran, then California governor Pete Wilson took up the term in earnest. In an interview with columnist William Safire in November 1994, Wilson defended Proposition 187, making a claim Romney echoed years later, ?If it is clear to you that you cannot be employed ? you will self-deport.?[xiii]

In March 2012, TV host Rachel Maddow unpacked this discursive history to make the point that ?this idea of self-deportation is a joke.? But self-deportation has already become a mainstream policy approach, in part, because of the ways it logically extends the on-going neoliberalization of immigration policy. This process relies on appeals to commonsense, of which the earnest uptake of ?self-deportation? is part. This uptake produces an inverted voicing that transforms a once incisive critique of attrition through enforcement into a serious appeal for it. So, the joke is not on Romney, as Maddow would have it, but on anyone who does not take self-deportation seriously.

Complex Brains Existed 520 Million Years Ago in Cockroach Relative

Your everyday cockroach might not seem terribly intelligent. But new fossil evidence from 520 million years ago suggests that this insidious insect might have had some surprisingly smart early ancestors.

Cockroaches and other insects belong to a group called the arthropods, which arose some 540 million years ago. A new Chinese fossil is yielding new insights into how the arthropod brain evolved and shows that within the first 20 million years of the group?s emergence, the arthropod brain had already become surprisingly advanced. The new findings are based on a three-inch-long fossil arthropod known as Fuxianhuia protensa, found in what is now China?s Yunnan Province and were described online October 10 in Nature (Scientific American is part of Nature Publishing Group).

?The fossil provides the most convincing, and certainly the oldest, description of nervous-system tissue in a fossil arthropod,? Graham Budd, of Uppsala University?s Department of Earth Sciences, wrote in an accompanying essay published in the same issue of Nature. The evidence for this brain material consists of ?dark, iron-rich mineral traces,? Budd noted, which can be interpreted as sections of a multi-part brain.

Fuxianhuia?s body is understandably primitive, which is par for the prehistoric course, given that it lived some 290 million years before the dinosaurs emerged. But the brain architecture was a surprise. After examining the fossil under a dissecting microscope, the researchers found that this animal had three distinct, closely situated brain sections. It also has three optic neuropils, which are connected by nerve fibers. The well-preserved fossil even shows hints of linking fibers that connected these separate areas. ?No one expected such an advanced brain would have evolved so early in the history of multicellular animals,? Nicholas Strausfeld, a neurobiologist at the University of Arizona and co-author on the new paper, said in a prepared statement.

These findings might seem clear cut, but they have been made in ?one of the most controversial and interesting arthropod species to boot, Fuxianhuia,? Budd noted.?Fuxianhuia has typically been classified as an early arthropod that was probably close to the common ancestor of all other hard-bodied invertebrates?of which there are more than 1.1 million described extant species. But the brain of this early creature bears a striking similarity to the brains of common bugs (the group that includes insects and arachnids) and malacostracans, (the group that includes crabs and lobsters), which have the three main brain sections and the connected optic neuropils. Another major group of arthropods, however, called the branchiopods (which includes brine shrimp and Daphnia water fleas) that emerged later, have much simpler brains with only two optic neuropils that are not connected like those in Fuxianhuia.

Strausfeld and his colleagues suggest that the new finding points to a malacostracan-type origin for modern day insects?rather than an ancestral primitive brain that more closely resembled that of Daphnia. If that is the case, ?it is remarkable how constant the ground pattern of the nervous system has remained,? Strausfeld said. This early complexity?especially in the optic area?could help to explain the stunning diversity of visual abilities in modern day relatives, such as compound eye vision.

Another possibility, albeit a controversial one, is that Fuxianhuia is, indeed, ancestral to all of these groups but the brains of those in the branchiopods actually simplified over time. ?Either way,? Budd noted, the findings ?will prompt hasty reexamination of many old specimens, and quite possibly some recasting of recent theories.?
